In the 11th conference held in Lahore, it was the first time that WPC arranged the presence of 2 Chief Ministers from both the countries in Pakistan, i.e. from East Punjab and West Punjab (Capt. Amringer Singh and Chaudhary Pervaiz Elahi) on one platform. On the request of Chairman WPC, Chaudhary Pervaiz Elahi announced the establishment of Punjab Institute of Language and Culture (PILAC) and requested Fakhar Zaman to be member of the board of governor which he was accepted. Chief Minister East Punjab also acceded to the similar request of chairman WPC and subsequently World Punjabi Centre was established in Patiala University. Punjabi writers on both sides of the border appreciated Fakhar Zaman’s efforts to have these two important bodies established by two Chief Ministers.
